Latest Status of Handover (March 2026)

It has been some time since our last update. Although we have seen false starts in the past, we may now finally be on the way towards handover. With that in mind, we thought it would be helpful to share the latest position with everyone.

Public Open Space Inspection

A Vale of White Horse District Council (VWHDC) inspection was held on Thursday 20 November 2025, with the expectation that this could have been the point at which Bloor Homes secured its Final Completion Certificate from VWHDC.

Once the Final Completion Certificate is issued, it enables the next formal steps in the handover process — including transfer of the Open Space to the Management Company and progression towards resident control.

EGM Meeting

As residents will recall, a request was submitted to the Company Secretary requiring the directors to call an EGM in anticipation of a successful completion outcome.

Under the Companies Act, if directors do not call the meeting within 21 days, members (i.e. homeowners) may convene it themselves — but the meeting must be held within three months of the original request.

As that statutory window has now passed, a fresh request for an EGM has now been submitted. This will give us the flexibility to call this meeting whenever we need.

Updated Timeline

The structure of the handover plan remains valid. However, the dates have shifted significantly due to delays in achieving Final Completion and associated remedial works.

The timing of subsequent steps — including land transfer and formal resident control — remains dependent on external parties completing their respective obligations.

However, the nominee Resident Directors are ready to take the reins whenever that occurs. Throughout this process, we continue to monitor compliance with the approved Landscape Management Plan and the obligations set out in residents’ TP1s. The objective remains a clean, legally sound and transparent handover.

Over the next few weeks/months, you will see further updates on:

  1. Re-confirming support for our (nominee) Resident Directors.
  2. Re-confirming support for our selected Managing Agent (Saxons).
  3. An EGM Notice advising of when and where the EGM will be held, together with the agenda.
  4. Updates on the specific timelines we are following, as things become clearer.
