Inspection Update (March 2026)

The Public Open Space (POS) Inspections include representatives from Bloor Homes, Vale of White Horse District Council (VWHDC) and TDRA. Their purpose is to assess the condition and usability of our recreational areas to ensure they meet our community needs and safety standards.

The last Public Open Space (POS) Inspection was held in November 2025. Since then, there has been quite a bit of activity, which increased over the last few weeks of February 2026 as Bloor Homes has been pushing to secure a Certificate of Final Completion.

This article provides an update on where we are in the inspection process.

  • The latest POS Inspection was held on Thursday 20 November 2025.
  • An Inspection Report was issued by VWHDC in December 2025 highlighting a number of issues that Bloor Homes needed to address.
  • Since then, Bloor Homes has been busy addressing those issues through work on the estate.
  • Their deadline to conclude this work and to provide evidence to VWHDC that these issues have been addressed was Saturday 28 February.
  • TDRA undertook its own inspection on Saturday 28 February to assess (in its opinion) whether Bloor Homes had successfully addressed the issues that VWHDC had identified.

In-Depth Analysis

Practical Completion Certificate

A Practical Completion Certificate was issued in April 2023, along with an Inspection Report highlighting a number of issues that needed to be addressed by the developer, before a Final Completion Certificate could be issued.

Typically, a final inspection is then organised about 12 months later on, which can lead to the developer receiving a Final Completion Certificate.

The Final Completion Certificate confirms that Vale of White Horse District Council is satisfied that the POS (including Play Area) have been delivered in accordance with the approved planning obligations and Landscape Management Plan.

Pre-Inspection – December 2024

For a number of reasons the next inspection was delayed until December 2024. Due to the number of issues that remained, it was clear that Bloor Homes had further work to complete.

Final Inspection – November 2025

The latest inspection was held on Thursday 20 November 2025 and VWHDC issued an Inspection Report in December 2025, listing a number of issues that the developer still needed to address.

VWHDC gave Bloor Homes a deadline of 28 February 2026 to address these issues and to provide evidence of these resolutions.

During January and February 2026, Bloor Homes worked hard to address these issues.

On Friday 27 February 2026, the developer advised VWHDC that it had completed its work and had provided the requested evidence.

As a result, TDRA undertook its own inspection on Saturday 28 February 2026, with the aim of either confirming that each issue had been addressed, or if further work (in its view) was still required. We also raised a number of additional issues.

The TDRA is doing all it can to push for these issues to be addressed, so that the community can take ownership of the Shared Open Space and begin to maintain it going forwards for our collective enjoyment.
